This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve. |

PUBLIC COMMUNICATIONS
At the first regular meeting of the month, the City Council has allocated a total of 30 minutes for members of the public to address the City Council on items of City business other than scheduled agenda items. Each speaker is limited to a cumulative total of five minutes for all presentations during this meeting. Should there be more than six speakers, the City Council has discretion to limit the time for each speaker. Persons wishing to address the City Council should complete a green "Speaker Form." |

CITY COUNCIL CONSENT ITEMS
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report. |

Canvass of 2011 General Municipal Election Returns (55)

Adopt a resolution confirming the results of the canvass of the election returns for the General Municipal Election held on November 8, 2011.

Water Connections Outside City Limits (70)

Waive the second reading in full and adopt an ordinance amending Section 22.110.055 of the municipal code pertaining to water connections outside City limits.

VidSys Physical Security Information Management System (31)

Accept a grant from the Office of Homeland Security for the Fiscal Year 2010 Urban Area Security Initiative Program for $150,000.

Authorize the City Manager or designee as agent for the City to conduct all negotiations and execute and submit all documents, including, without limitation, applications, agreements, and billing statements that may be necessary to accept the grant and complete the project.
|
|
c.
|
Authorize the Finance and Technology Department to assign the increased appropriations and revenues to the General Grant and Categorical Fund, Police Department budget, within the Program 2010 Urban Area Security Initiative in the amount of $150,000.

Approve the award of contract and authorize the Mayor to execute an agreement with the lowest responsive and responsible bidder, Williams Pipeline Contractors, Inc., for the Ash Street and Thompson Boulevard Sewer Pipeline Replacements Project, Specification No. 2011
-019, in the amount of $695,066.

Authorize the encumbrance of contingency funds for the project in the amount of $69,507.

City Hall Accessible Entrance Project Award of Contract (41)

Approve the award of contract and authorize the Mayor to execute an agreement with the lowest responsive and responsible bidder, Fast Track Construction, Inc., for the City Hall Accessible Entrance Project, Specification No. 2011
-023, in the amount of $178,904.

Authorize the encumbrance of contingency funds for the project in the amount of $17,890.

Approve adjusting appropriations in the amount of $85,503 from the City Hall East First Floor Refurbishment Project to the City Hall Repairs Project and authorize the Finance and Technology Department to assign the changes to the proper projects and accounts.

Approve the award of contract and authorize the Mayor to execute an agreement with the lowest responsive and responsible bidder, Granite Construction Company, for the Highway 126/Harmon Barranca Bike Path Connection, Specification No. 2011
-019, in the amount of $1,077,660.

Authorize the encumbrance of contingency funds for the project in the amount of $161,649.
|
|
c.
|
Reduce the $2,265,000 project appropriations by $405,000 to a revised amount of $1,860,000 and authorize the Finance and Technology Department to assign revisions to the proper projects and accounts.

Marina Boating Docks Renovation Project (50)
|
Authorize the City Manager to execute an Engineering Services Agreement with Noble Consultants Inc., in order to prepare the contract documents bid package for the Marina Park Boating Docks Renovation Project. The contract agreement is for an amount not to exceed $66,906, plus a contingency of $6,690.
