CITY COUNCIL CONSENT ITEMS
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report. |

Acceptance of Fiscal Year 2011
-2012 Driving Under the Influence Enforcement and Awareness Program Grant (31/82)

a. Accept a grant from the Department of Traffic Safety (OTS) for the Fiscal Year 2011 -2012 Driving Under the Influence (DUI) Enforcement and Awareness Program in the sum of $150,000 for the Police Department.
b. Authorize the City Manager or designee to conduct all negotiations and submit all documents, including, without limitation, applications, agreements, and billing statements that may be necessary to accept the grant and complete the project[CoV1].
c. Authorize the Finance and Technology Department to assign the increased appropriations and revenues to the General Grant and Categorical Fund, Police Department budget, within the Program OTS 2011 -2012 DUI Enforcement and Awareness Program in the amount of $150,000.

a. Reappoint Gene Aviles to the Ventura County Area Agency on Aging Advisory Council for a term expiring June 30, 2013.

CITY COUNCIL FORMAL ITEMS

b. Adopt a resolution approving a preliminary screening for the proposed amendment to the General Plan changing the land use designation from Neighborhood Medium (NM) to Commerce (C) and Industry (I).
a. Approve travel expenses for Councilmember Andrews to attend a special meeting in Washington, D.C. on October 27, 2011.
b. Authorize the use of funds donated by private entities to cover the cost of travel to National League of Cities meetings.

[CoV1]I I am not aware of a section within the City Charter, which authorizes the City Council to delegate to the City Manager to purchase any equipment necessary up to $1.17 million. I believe that you need to specify the type of purchase and include the associated dollar amount. In terms of the City Manager's authority to spend, Chapter 4.600.120 of the Municipal Code states that the City Manager has the authority to approve and execute contracts for the acquisition of equipment, materials, supplies, labor, non-professional services or other items not to exceed $250,000, professional service agreements in an amount not to exceed $50,000 and contracts for the sale or exchange of surplus City personal property, regardless of the funding source. |
