The regular meetings of the San Buenaventura (Ventura) City Council are also regular meetings of the Redevelopment Agency and the Public Facilities Financing Authority when Redevelopment Agency and Public Facilities Financing Authority items are listed on the agenda. The public has the opportunity to address the City Council on any item appearing on the agenda. Persons wishing to address the City Council should fill out a green "Speaker Form." If a member of the public wishes to comment on an item and does not want to speak before the City Council, the person may complete a pink "Comment Form." Both forms are on a table inside the Council Chambers. Persons wishing to address the City Council are limited to three minutes on any agenda item with a cumulative total of five minutes for all agenda items, except if (a) there are one or more Redevelopment Agency items on the agenda, members of the public shall have an additional total of three minutes on any agenda item with a cumulative total of five minutes for all agenda items to address all Redevelopment Agency matters; and/or (b) there are one or more Public Facilities Financing Authority items on the agenda, members of the public shall have an additional total of three minutes on any agenda item with a cumulative total of five minutes for all agenda items to address all Public Facilities Financing Authority matters.

REPORTS - REGIONAL BOARDS/COMMISSIONS/COMMITTEES
 
This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve.

PUBLIC COMMUNICATIONS
 
At the first regular meeting of the month, the City Council has allocated a total of 30 minutes for members of the public to address the City Council on items of City business other than scheduled agenda items. Each speaker is limited to a cumulative total of five minutes for all presentations during this meeting. Should there be more than six speakers, the City Council has discretion to limit the time for each speaker. Persons wishing to address the City Council should complete a green "Speaker Form."

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

Minutes

Approve the minutes of the special meeting of March 9, 2011, and the regular meeting of March 14, 2011.

Monthly City Council Report Back Schedule (40)

Receive and file the April 2011 report.

3.
City Hall First Floor Americans with Disabilities Act and Security Improvements Project Award of Contract  (41)

a.
Approve the award of construction contract and authorize the Mayor to execute an agreement with the lowest responsible bidder, SBS Corporation, Inc., for First Floor City Hall American with Disabilities Act (ADA) and Security Improvements (Treasury Area), Specification No. 2009 -009, in the amount of $325,501.

b.
Authorize the encumbrance of contingency funds for the project in the amount of $32,550.

Market Street Area Waterline and Callens Road Sewer Replacement Project  Award of Contract (123)

a.
Approve the award of contract and authorize the Mayor to execute an agreement with the lowest responsible bidder, Colich & Son, LP for the Market Street Area Waterline and Callens Road Sewer Replacement Project, Specification No. 2010 -030, in the amount of  $2,844,597.

b.
Authorize the increase in appropriation of funds from the Wastewater Retained Earnings to Project No. 96898 in the amount of $1,089,327 to meet the required amount to complete the project.

c.
Authorize the encumbrance of contingency funds for the project in the amount of $284,460.

5.
Water Well Agreement with Ivy Lawn Memorial Park (50)

Authorize the City Manager to execute an agreement with Ivy Lawn Memorial Park for a water well.

6.
Mayoral Appointment of Council Liaison to the Auto Center (40)

Concur with the Mayor's appointment of Deputy Mayor Mike Tracy as Council Liaison to the Auto Center.


7.

Authorize the City Manager to execute an agreement with Santiago Library Consulting, LLP to conduct the library strategic plan in an amount not to exceed $70,000.

9.

Adopt a resolution setting forth the City's commitment to Healthy Eating and Active Living (HEAL) and apply for a State designation as a HEAL City.

8.

Receive the City Manager's presentation and provide staff with strategic guidance on various options for generating new revenue.
