REPORTS - REGIONAL BOARDS/COMMISSIONS/COMMITTEES
 
This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve.

PUBLIC COMMUNICATIONS
 
At the first regular meeting of the month, the City Council has allocated a total of 30 minutes for members of the public to address the City Council on items of City business other than scheduled agenda items. Each speaker is limited to a cumulative total of five minutes for all presentations during this meeting. Should there be more than six speakers, the City Council has discretion to limit the time for each speaker. Persons wishing to address the City Council should complete a green "Speaker Form."

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

Minutes

Approve the minutes of the special and regular meetings of November 23, 2009, the regular meeting of December 7, 2009, and the special and regular meetings of December 14, 2009.

2.
Saticoy Country Club Replacement Well (50)

a.
Authorize the City Manager to execute the following:

1.
Agreement with the Saticoy Country Club (SCC) for the construction of SCC Well No. 3.

2.
Professional Services Agreement with Hopkins Groundwater Consultants, Inc., to provide engineering services associated with the subsurface design and drilling of SCC Well No. 3 in the amount of $72,000.

3.
Professional Services Agreement with Water Resource Engineering Associates (WREA) to provide engineering services associated with the equipment design of SCC Well No. 3 in the amount of $94,000.

b.
Increase appropriations from $250,000 to $1,328,000 in Water Fund 52 to fund the full cost of the SCC Well No. 3 Project; recognize the 2/3 SCC ownership repayment of $855,000; and authorize the Finance and Technology Department to assign revenues and expenses to the proper projects and accounts contingent upon compliance with the California Environmental Quality Act pursuant to the agreement with the Saticoy Country Club.

3.
Bayview Neighborhood Repaving Project - Authorization to Advertise (98)

Approve the contract plans and specifications for the Bayview Neighborhood Repaving Project, Specification No. 2008-33, and authorize the advertisement for bids to be received on Tuesday, February 2, 2010, at 4:00 p.m. in the City Clerk's Office.

Out of Class Pay Extension (78)

Authorize the extension of out-of-class pay for three employees in the Public Works Department until the positions are filled or through June 30, 2010.

5.
Highway 126 Interchange Landscape Improvements (50)

Approve an amendment to the existing Cooperative Agreement with the State Department of Transportation (Caltrans).

6.
Lincoln Hillside Waterline Replacement Project Contract Change Order (123)

Approve a contract change order to the construction contract with Vinciguerra Construction in the amount of $151,098.00 for the Lincoln Drive Waterline Replacement Project; Specification No. 2008-37.

7.
Mayoral Appointments (40)

Concur with the Mayor and appoint Councilmembers to various outside agencies, committees, task forces, and liaison roles.

8.
Enterprise Resource Planning Implementation (31)

a.
Authorize the City Manager to execute the necessary contract change orders to complete Phase II work associated with the Enterprise Resource Planning (ERP) Implementation Project in an amount not to exceed the original total project costs of $2.2 million.

b.
Approve remaining funding within E -Gov Systems Implementation Fund (Fund 9) in the amount of $580,000 for completion of the ERP Implementation Project.

c.
Authorize the Finance and Technology Department to adjust the budget appropriations for expenses and revenue in the E -Gov Systems Implementation Fund (Fund 9) to complete Phase II of the ERP Implementation Project.

9.
Fiscal Year 2009 -2010 Federal Justice Assistance Byrne Memorial Grant Program (31)

a.
Accept the grant award for $36,627 under the Federal Fiscal Year 2009 -2010 Justice Assistance Grant (JAG) Program with the U.S. Department of Justice.

b.
Authorize the City Manager or designee as agent for the City to conduct all negotiations and execute all documents, including without limitation applications, agreements, and billing statements that may be necessary to complete the project.

c.
Authorize the Finance and Technology Department to assign the increased appropriations and revenues to the General Grant and Categorical Fund, Police Department budget, within the program Justice Assistance Grant in the amount of $36,627.

10.
Fiscal Year 2009 -2010 Federal Justice Assistance Recovery Act Grant Program (31)

a.
Accept the grant award for $150,560 under the Federal Fiscal Year 2009 -2010 Justice Assistance Grant (JAG) Program with the U.S. Department of Justice.

b.
Authorize the City Manager or designee as agent for the City to conduct all negotiations and execute all documents, including without limitation applications, agreements, and billing statements that may be necessary to complete the project.

c.
Authorize the Finance and Technology Department to assign the increased appropriations and revenues to the General Grant and Categorical Fund, Police Department budget, within the program Justice Assistance Grant in the amount of $150,560.

Refinancing Plan for General Fund and Golf Fund (31)

Authorize staff to develop a refinancing plan and the related preliminary legal documents for the General Fund and the Golf Fund for various Certificates of Participation.

Participation in Clean Energy Pilot Program (35)

Adopt a resolution authorizing the City to become a participating member agency in the CaliforniaFIRST Program.

Receive the Proposed Capital Improvement Plan (CIP) for 2009-2015.
