REPORTS - REGIONAL BOARDS/COMMISSIONS/COMMITTEES
 
This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve.

CITY COUNCIL CONSENT ITEM
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

License Agreement for 4111 Telegraph Road (50)

Approve and authorize the City Manager to execute a license agreement with Tejash Desai and Pragnesh Desai the subject property owners to install and operate an underground conduit in the public right-of-way for groundwater remediation.

Elimination of Medic Engine 10 and Discontinuation of Funding for Downtown Police Foot Beat Patrol (31)

RECOMMENDATION

a.
Ensure maintenance of a balanced budget by:

1.
Approve the elimination of the Medic Engine 10 from the Fire Department operating budget effective January 1, 2010.

2.
Approve the discontinuation of funding for Downtown Police Foot Beat Patrol from the Police Department operating budget effective immediately.

b.
Authorize the Finance and Technology Department to make any necessary budget adjustments.

CITY COUNCIL PUBLIC HEARINGS

RECOMMENDATION

a.
Adopt a resolution certifying the proposed Final Environmental Impact Report (FEIR) prepared for the proposed Saticoy and Wells Community Plan and Development Code.

b.
Adopt a resolution approving the Draft Saticoy and Wells Community Plan and associated General Plan amendments, which supplements the 2005 Ventura General Plan.

c.
Waive the first reading and introduce an ordinance amending the official Zoning District Map for the Saticoy and Wells Development Code area to replace the existing zoning designations with those shown in the regulating plan (Figure 1 -1) of the Saticoy and Wells Development Code; and set the proposed ordinance for a second reading and adoption on November 23, 2009.

d.
Waive the first reading and introduce an ordinance amending Division 24, Zoning Regulations of the Municipal Code; and set the proposed ordinance for a second reading and adoption on November 23, 2009.

e.
Authorize the City Manager to execute a Tolling Agreement between the City of Ventura, Fox Canyon Groundwater Management Agency, and United Water Conservation District.

RECOMMENDATION

a.
Waive the first reading and introduce an ordinance approving a Change of Zone from single Family Residential (R -1 -6) to Professional Office (P -O); and set the proposed ordinance for a second reading and adoption on November 23, 2009.

b.
Approve the Negative Declaration.

CITY COUNCIL FORMAL ITEMS

5.

Receive report regarding thrift stores and provide direction to staff regarding the options and strategies to address both the operational impacts of thrift stores and the potential limits on the potential growth in the number of such establishments in the Downtown and throughout the City.

6.

Provide feedback to Councilmember Morehouse in his capacity as 47th District Southern California Association of Government' s representative regarding whether or not the sub-region should take the lead in preparing the SB 375 required plan.
