REPORTS - REGIONAL BOARDS/COMMISSIONS/COMMITTEES
 
This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve.

PUBLIC COMMUNICATIONS
 
At the first regular meeting of the month, the City Council has allocated a total of 30 minutes for members of the public to address the City Council on items of City business other than scheduled agenda items. Each speaker is limited to a cumulative total of five minutes for all presentations during this meeting. Should there be more than six speakers, the City Council has discretion to limit the time for each speaker. Persons wishing to address the City Council should complete a green "Speaker Form."

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

Minutes

Approve the minutes of the special and regular meetings of October 12, 2009, and the special and regular meetings of October 19, 2009.

2.
City Council Administrative Items (40)

Receive and file these reports:

a.
The July through September 2009 quarterly report of the City Council’s travel.

b.
The current Planning Calendar for future major City and Redevelopment Agency agenda items.

3.
California Street Bridge Upgrades Project  (50)

Authorize the City Manager to execute Amendment No. 2 to Agreement No. 2007-040 with HDR Engineering, Inc., for the California Street Bridge Upgrades project for an additional amount not to exceed $59,590 for a total contract amount not to exceed $361,610.

4.
Olive Street Resurfacing Project - Award of Contract, Federal Stimulus Funded Project  (98)

a.
Approve the award of contract and authorize the City Manager to execute an agreement with the lowest responsible bidder, Chaparral Construction Corporation, for the Olive Street Resurfacing Project, Specification No. 2009 -08, in the amount of $469,787.74.

b.
Authorize increased appropriations and the transfer from the following funds to the repaving project for the adjustment of sewer manholes and water valves to grade: $12,740 Wastewater maintenance Operations $25, 315 Water Distribution Operations

5.
One - Year Sale of City State Water (123)

a.
Authorize the City Manager to execute the required documents for a purchase agreement with United Water Conservation District for the City’s 2009 State Water Project entitlement.

b.
Authorize the City Manager to execute the required documents for a purchase agreement with a buyer willing to pay the highest price for the one -year use of the City’s 2010 State Water Project entitlement.

CITY COUNCIL FORMAL ITEMS

Consider restricting tattoo parlors with a use permit or other appropriate zoning regulations.

Receive the July - September 2009 Quarterly Report on Citywide Tier 1 Performance Measures and Goals and Controls from 2008-2009 Priority Projects.

a.
Direct staff to include the General Plan Policies and associated Action Items as presented in the Administrative Report regarding Stormwater Quality in the next amendment to the 2005 General Plan under Chapter 5, Our Sustainable Infrastructure.

b.
Direct staff to include the Climate Action Policies and associated Action Items as presented in the Administrative Report regarding Our Natural Community section of the General Plan as a new subject category in the next amendment to the 2005 General Plan.
