CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember or the Administration requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

Minutes

Approve the minutes of the special and regular meetings of October 5, 2009.

Cultural Affairs Commission and Library Advisory Commission Quorum Requirement (70)

Waive the second reading in full and adopt an ordinance amending Section 2.410.210 of the Municipal Code temporarily modifying the quorum requirement to a majority of the existing members for the Cultural Affairs Commission and the Library Advisory Commission to be in effect through April 2010.

Change of Zone from General Industrial (M -2) to Mixed Use Development (MXD) for a Proposed Development to Construct 80 Residential Units and 1,779 Square Feet of Commercial Floor Area for Property Located at 1995 North Ventura Avenue, Assessor’s Parcel Nos. 068 -0 -070 -015 and 068 -0 -070 -035; New Urban Ventures, Applicant; Case Nos. Z -932 / EIR 2515 (70/127)

Waive the second reading in full and adopt an ordinance approving a Change of Zone from General Industrial (M-2) to Mixed Use Development (MXD).

Implementation of Interim View Protection and Solar Access Recommendations Update (30)

Direct staff to include the Tree Advisory Committee recommendations while implementing the interim view protection and solar access recommendations.

CITY COUNCIL PUBLIC HEARING

(Requires at least six affirmative votes) Adopt by a four-fifths vote as an emergency measure an interim emergency ordinance extending a Citywide moratorium on the establishment and operation of medical marijuana dispensaries for a period of ten months and fifteen days.

CITY COUNCIL FORMAL ITEMS

Adopt a resolution establishing a small local business purchasing preference program.

Receive information on the implementation requirements of the Ventura County National Pollutant Discharge Elimination System (NPDES) Stormwater Permit for Fiscal Year 2009-2010 and Fiscal Year 2010-2011.
