CITY COUNCIL COMMUNICATIONS
 
Per Government Code Section 54954.2 (a)(2), the Council Communications section of the agenda provides City Council the opportunity to ask a question for clarification, make a brief announcement, or make a brief report on his or her own activities.

PUBLIC COMMUNICATIONS
 
At the first regular meeting of the month, the City Council has allocated a total of 30 minutes for members of the public to address the City Council on items of City business other than scheduled agenda items.  Each speaker is limited to a cumulative total of five minutes for all presentations during this meeting.  Should there be more than six speakers, the City Council has discretion to limit the time for each speaker. Persons wishing to address the City Council should complete a green “Speaker Form.”

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember, the Administration, or a member of the public requests an opportunity to address any given item.  Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items.  Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

1.
Approve Enrollment in Gartner Information Technology Research and Advisory Services by Issuing Enrollment Form to County of Ventura (31)

a.
Approve enrollment in the Gartner Information Technology Research subscription through a purchase order with the County of Ventura effective January 1, 2017 through April 30, 2019, in the amount of $208,974.29.

b.
Authorize Finance and Technology to appropriately account for the contract expenditures and, if necessary, increase appropriation in fund 61 for the remainder of Fiscal Year 2016 -2017, as well as Fiscal Year 2018 -2019.

Adopt Resolution Providing for a Systematic Classification of Positions and a Standardization of Salaries of Certain Paid Officers and Employees of the City implementing previously approved Memorandums of Understanding with employee bargaining groups for the 2016-2017 Fiscal Year (Salary Resolution).

Sewerline Replacement – Loma Vista Area Approval of Inspection Services Professional Services Agreement (50)

a.
Approve and authorize the City Manager or designee to execute a Professional Services Agreement with MNS Engineers, Inc. to provide full -time construction inspection services associated with the Loma Vista Area Sewerline Replacement Project, in the amount of $148,392.

b.
Authorize the encumbrance of contingency funds for the project in the amount of $11,608.

4.
California Street Bridge Upgrades Project – Increase in Funding from Federal STP (Surface Transportation Grant) Transportation Grant (31)

a.
Authorize an increase in appropriations in the California Street Bridge Upgrade project (91007) by $129,440 from a Federal Surface Transportation Program (STP) transportation grant.

b.
Authorize Finance and Technology to assign increased appropriations to the proper funds, projects and accounts for this purpose.

5.

Approve and authorize the City Manager or designee to execute the agreement with Portside Partners Ventura Harbor, LLC regarding public access and on-going maintenance for improvements to be constructed as part of the Ventura Port District’s Sondermann Ring Project.

6.
Wastewater Plant Temporary Dewatering Equipment and Services Contract  Authorization of Additional Funding (50)

a.
Authorize an increase in contingency funds for the Wastewater Plant Temporary Dewatering Equipment and Services Contract in the amount of $204,000.

b.
Authorize the City Manager to execute a Contract Change Order(s) for an aggregate amount not to exceed $204,000. 


7.

That the City Council approve the following appointments recommended by the Appointments Recommendation Committee:

a.
Ashley Pope to the Downtown Parking Advisory Committee for a term expiring June 30, 2020.

b.
Debbie Fox to the Downtown Parking Advisory Committee for a term expiring June 30, 2020.

c.
Terrence Towner to the Mobile Home Rent Review Board for a term expiring January 1, 2021.


8.

Adopt resolution approving the Final Map and Public Improvement Plans for Tract No. 5883-1. Direct that the Final Map be recorded and that all surety bonds be executed subject to the approval of the City Attorney.

Approve and authorize the Mayor to execute an agreement with Ferguson Enterprises, Inc. (FEI) for the purchase of meters and the installation of a fixed network system for the Advanced Metering Infrastructure Project in the amount of $9,386,907.94.

b.
Authorize the encumbrance of contingency funds for the contract in the amount of $200,000 for the Advanced Metering Infrastructure Project for use by the Ventura Water General Manager to cover potential additional expenses for unanticipated items that are deemed necessary but not included in the contract.

11.

Adopt urgency Ordinance placing a moratorium on the establishment and operation of commercial marijuana facilities, on commercial cultivation, and on private non-medical marijuana cultivation.

Receive the Community Development Project Preliminary Check -in Report and Presentation.

b.
Receive a Community Development Director’s report on new State Housing Laws and upcoming implementation strategies.
