CITY COUNCIL COMMUNICATIONS
 
Per Government Code Section 54954.2 (a)(2), the Council Communications section of the agenda provides City Council the opportunity to ask a question for clarification, make a brief announcement, or make a brief report on his or her own activities.

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember, the Administration, or a member of the public requests an opportunity to address any given item.  Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items.  Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

1.
Request for Authorization to Extend Outside Counsel Services for Pending Litigation (38)

Authorize the City Attorney to enter into an extended legal services agreement with Burke, Williams & Sorensen in an amount not to exceed an additional $100,000 to continue representation of the City in a lawsuit filed by Ellis Green against the City of San Buenaventura.

Purchase of Police Department Patrol Vehicles (88)

a.
Authorize the Mayor to execute a purchase order not to exceed $375,000 to Ford of Ventura for the purchase of nine Ford Utility Police patrol vehicles ($300,000), one Detective vehicle ($35,000) and one 4x4 half -ton truck for Clean and Safe ($40,000).

b.
Authorize the Mayor to execute any necessary amendment or change order to  Ford of Ventura for the contract in an amount not to exceed $38,000 pursuant to Section 4.600.200 of the Municipal Code.

c.
Authorize the purchase of one 4x4 half -ton truck for Police Clean and Safe efforts for $40,000 that was originally appropriated at $36,000 for two small utility vehicles in the Fiscal Year 2016 -2017 General Fund Budget.

d.
Increase appropriations by $50,000 from the Police Vehicle Replacement fund balance (Fund 64) of which $46,000 is to purchase the Detective vehicle that will replace one motorcycle unit and $4,000 to complete the purchase of the 4x4 half -ton truck for Clean and Safe.

e.
Authorize the Finance and Technology Department to increase appropriations and revenues to the proper fund, project and accounts for this purchase.

3.
Sole Source Purchase of Neutral Output Discharge Elimination System Truck for Ventura Water (88)

a.
Authorize the Mayor to execute a sole source purchase order in the amount not to exceed $495,000 to NO -DES, Inc. for the purchase of a Neutral Output Discharge Elimination System (NODES) truck for Ventura Water.

b.
Authorize additional appropriations of $15,744 in both the Water Operations Fund 52 and in the Internal Service Fleet Fund 64 for the fuel, maintenance and future replacement costs plus an additional appropriation of $495,000 for the purchase in the Fleet Fund 64 for the NODES including any change orders up to $50,000.

c.
Authorize the Mayor to execute any necessary amendment or change order to NO -DES, Inc. for the contract in an amount not to exceed $50,000, pursuant to Section 4.600.200 of the Municipal Code.

d.
Authorize the Finance and Technology Department to increase appropriations and transfer funds to the proper fund, project, and accounts in the Fiscal Year 2016 -2017 Budget.

Conflict of Interest Code Resolution Biennial Review/Update (39)

Adopt a resolution updating the Conflict of Interest Code for the City of San Buenaventura, updating designated employees, officers and disclosure categories and rescinding Resolution No. 2014-072. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN BUENAVENTURA UPDATING DESIGNATED EMPLOYEES, OFFICERS, AND DISCLOSURE CATEGORY LIST FOR FAIR POLITICAL PRACTICES ACT REQUIREMENTS (CONFLICT OF INTEREST) AND REPEALING RESOLUTION NO. 2014-072 RESOLUTION NO. 2016- ____


5.

Adopt resolution, approving a Mills Act contract for Landmark No. 32 located at 204 and 208 East Main Street, thereby providing an economic incentive to the property owner to maintain and preserve the historic property through a reduction in property taxes.
