Per Government Code Section 54954.2 (a)(2), the Council Communications section of the agenda provides City Council the opportunity to ask a question for clarification, make a brief announcement, or make a brief report on his or her own activities.

CITY COUNCIL CONSENT ITEMS
 
Matters appearing on the Consent Calendar are expected to be non-controversial and will be acted upon by the City Council at one time, without discussion, unless a Councilmember, the Administration, or a member of the public requests an opportunity to address any given item. Items removed from the Consent Calendar will be discussed at the beginning of the Formal Items. Approval by the City Council of Consent Items means that the recommendation of the Administration is approved along with the terms and conditions described in the Administrative Report.

Approve the minutes of the regular and special meetings of March 21, 2016, and the special meeting of March 30, 2016.

General Parts Company General Services Agreement – Public Works Warehouse (50)

a.
Authorize the Mayor to enter into a General Services Agreement with General Parts Company (GPC), a service organization engaged in the distribution of automotive replacement parts, industrial replacement parts and office products, for a period of a 14 -month initial term with the option to extend for up to five years, in an amount not to exceed $842,515.

b.
Authorize the City Manager or designee to execute an amendment for the contract pursuant to Section 4.600.200 of the Municipal Code.

c.
Authorize the Finance and Technology Department to assign appropriations to the proper fund, project and accounts in the Fiscal Year 2016 and Fiscal Year 2017 budgets.

License Agreement for Patagonia Works  (Patagonia) to Install and Maintain an Underground Data Conduit within the Public Rights of Way on Julian and West Main Streets (50)

Approve and authorize the City Manager to execute a License Agreement with Patagonia to install and operate an underground data conduit within the public rights of way on Julian and West Main Streets to connect their new building at 85 Julian Street to the Patagonia building at 259 West Santa Clara Street.

California Street Bridge Pedestrian Enhancement Project – Amendment to Design Services During Construction Agreement (50)

Authorize the encumbrances of an additional $27,000 to the existing Professional Services Agreement with HDR, Inc., for design engineering support in construction which brings the total contract total not to exceed $76,950.

Memorandum of Understanding with Ventura Botanical Gardens for Temporary Water Service (50)

Authorize the General Manager for Ventura Water to execute the Second Amendment to the Memorandum of Understanding Between Ventura Botanical Gardens, Inc., and the City of San Buenaventura for Temporary Water Service.

Receive the Administrative Report and determine to bundle the proposed Charter Amendments as follows:

a.
   Election Issues                            i.    Mayor and City Council Term -Limits.

ii.
   Truing -up the Selection of the Mayor and Deputy Mayor to Even Year Elections to Coincide with City Council Elections.

iii.
   Change Deputy Mayor to Mayor Pro -Tem.

iv.
   Application of the “No Consecutive Terms” for the Mayor to address a Partial Term.                                                       

v.
    Addressing the Vacancy in the Mayor or Deputy Mayor’s Position.

vi.
   Election Process by Ordinance in the Municipal Code.

vii.
  Removing the Election Process for the Ventura Unified School District from the City Charter.

b.
   Mayor and City Council Compensation

c.
   Clean -Up or Housekeeping Issues

      For the reasons outlined in the Administrative Report, that only the Election Issues bundle, i.e., item 1.a., be placed on the November 2016 ballot as a single measure and that items 1.b. and 1.c. be placed on the ballot in two years.

   That the City Attorney be directed to prepare the appropriate documents to place the Election Issues bundle on the November 2016 ballot.

Conduct a public hearing and adopt the proposed User Fee Resolution and Schedule to be effective July 1, 2016.

REPORTS – REGIONAL BOARDS/COMMISSIONS/COMMITTEES
 
This time is set aside to allow Councilmembers serving on regional boards, commissions, or committees to present a verbal report to the full City Council on the activities of the respective boards, commissions, or committees upon which they serve.
